Home Energy Conservation Act (HECA) East group was set up to provide networking and knowledge sharing for Home Energy Officers of local authorities and other members with an interest in energy efficiency and fuel poverty.

Sustainability East provide the secretariat for HECA East. The aim of the group is to provide a support network for all members when working on issues relating to fuel poverty and energy efficiency. The group is facilitated to enable the exchange of best practice in the East of England; and provide a platform in which to share views and learn of relevant technical, political, social developments and identifying and sharing information relating to funding opportunities.

Historically the group was set up due to the compulsory obligation on district authorities to report on how they were providing service to help alleviate fuel poverty through energy conservation in their areas. Whilst this compulsory obligation no longer exists the role of HECA officers in authorities does; therefore Sustainability East are currently providing a Secretariat to help the group continue.

The group is not exclusive to local authorities and members can include other third party organisations such as community groups, educational organisations, housing associations, installers and providers. The group is Chaired by the local authorities. HECA East also provides the Secretariat for the Eastern region of the Carbon Action Network (CAN) and works with organisations such as the National Energy Association (NEA) to further promote policies on energy efficiency and fuel poverty.
